Nexus Connect: Smart Cities or Big Brother?
At the latest edition of Nexus Connect, we explored one of the defining tensions in urban innovation: the promise of smart cities and the surveillance concerns that accompany them. The event brought together technologists, academics, and industry leaders to examine how data-driven urban infrastructure is reshaping the way we live, move, and are monitored, and what that means for the cities of the future.

The panel was led by Dennis Dokter, Smart Cities Lead at Nexus.
Together, the panel examined the real-world impact of smart city technologies, the risks and rewards of data collection, the challenge of public trust, and what it will genuinely take to build cities that are smarter without becoming surveillance states.
Here’s a look back at the conversation.
What impact are smart technologies having on cities right now?
The full impact of smart city technologies is not yet fully understood, but certain areas are already showing clear results. In transport and mobility, the integration of digital technologies into urban infrastructure is perhaps the most visible intervention underway, with smart traffic management and connected infrastructure changing how people and vehicles move through cities in ways that are beginning to compound over time.
A compelling case study came from Chattanooga, Tennessee. Voted one of the worst cities in the United States for air pollution in the 1990s, Chattanooga underwent a transformation driven by air quality and traffic management sensors. Over the course of 30 to 40 years, it has become the third best place to live in Tennessee, a change enabled in large part by smart traffic management capabilities.
Beyond individual cities, technologies including digital twins, which simulate policy decisions before they are implemented in the real world, offer the possibility of smarter, more responsive urban governance. But as the panel was quick to note, these benefits do not come without risk.
What are the biggest benefits and risks?
The benefits of smart city technologies are substantial. Predictive management of urban systems can make cities cleaner, safer, and more efficient, improving their response to everything from congestion to crime. But the risks are equally significant.
Over-surveillance was identified as one of the most pressing concerns, with the panel arguing that there must be a careful balance between public service and public trust. Transparency was deemed non-negotiable: citizens need to understand what data is being collected, why, and by whom.
Digital exclusion featured prominently too. Not all citizens are digitally connected or literate, and smart city systems designed without them in mind risk deepening existing inequalities. Cities like Newcastle already show a stark divide between highly instrumented areas and those with little to no digital infrastructure, meaning some communities are being monitored and served while others are left behind entirely.
International dependencies present a further layer of risk. Many platforms underpinning smart city infrastructure are not UK-based, and the question of data sovereignty, of who ultimately controls the data that cities generate, cannot be ignored. Cybersecurity adds another dimension: data held in centralised storage becomes increasingly vulnerable to attack, and how collected data is protected and who has access to it must be considered from the outset of any smart city project.
How is data collection changing how we understand cities?
Traditional data collection methods, including paper-based surveys and snapshot studies, are increasingly being supplemented by continuous sensor-based monitoring. Where older approaches offered isolated data points, newer technologies can capture movement patterns and behaviours over extended periods with far greater granularity.
A live example came from Bradford Interchange, where new sensors monitor crowding, movement, loitering, and timing without capturing any demographic information about individuals. This raised an important question the panel returned to throughout the evening: what data do we need?
The panel also addressed latency, the gap between receiving information and acting on it. A motorway case study illustrated the risks of moving too fast: rapid, automated changes to speed limits caused problems because the system was responding faster than human decision-making could keep pace with. Computing at the edge, gathering and processing data locally, offers a solution. Azza illustrated this through a Vodafone use case in which base stations embedded in traffic lights detect interactions between pedestrians and electric vehicles, enabling cars to stop at the optimal moment. As smart city applications become more safety-critical, the infrastructure must be able to respond in kind.
What builds or breaks public trust?
Trust emerged as one of the central themes of the evening, and one of the hardest things to build and easiest to lose.
Academia sits near the top of the list of institutions the public trusts to handle data responsibly. The panel acknowledged this as a privileged position that carries significant responsibility. Governance has improved, with stronger legislative frameworks now in place, but the panel was clear that responsibility does not rest with legislation alone. Camera and hardware manufacturers have a role to play in building privacy into their systems at the design stage, capturing only what is necessary rather than defaulting to maximum data collection.
Privacy by design ran throughout this part of the discussion. Rather than retrofitting ethical safeguards onto existing systems, the panel argued for building them in from the start, working alongside the public, conducting ethical reviews, and developing less intrusive approaches wherever possible.
Dennis Dokter introduced a useful framing for thinking about how cities relate to smart innovation. There are three distinct approaches: doing things for the people, doing things with the people through co-creation, or acting as a facilitator, enabling communities to drive change themselves. The model a city chooses shapes not just outcomes but the degree of trust those outcomes will generate.
Cultural context matters too. Even at a neighbourhood level, reactions to smart technologies vary considerably, and blanket approaches to deployment are unlikely to succeed. The shift in public attitudes toward train security cameras offers an instructive precedent: once contentious, they are now widely accepted, even welcomed, by passengers travelling alone at night. The technology did not change, but the demonstrated public benefit did. Where smart city projects have succeeded in showing communities how data is being used and what the tangible benefits are, trust and acceptance have followed.
Tackling digital inequality
One of the most urgent themes in the latter part of the discussion was digital inequality. The benefits of smart cities are not being distributed evenly, and the risk is that investment in urban technology will widen the gap between well-served and underserved communities rather than narrow it.
The panel pointed to the need for proper data infrastructure as a prerequisite for addressing this. Localised data centres could reduce costs for local councils and bring the benefits of smart infrastructure to communities that currently lack it. Josh Ward proposed a more immediate approach: a simplified, consistent solution that cities can adopt to gather baseline data across the board, beginning to close the gap in a practical way.
Community engagement was also highlighted as essential. The risk of project delay is often cited as a reason to limit public consultation, but the panel pushed back firmly. Understanding the concerns of the communities that will live with smart city systems is not an obstacle to progress; it is a condition of it.

Final reflections
Our latest Nexus Connect event made clear that the smart city is not a binary choice between innovation and intrusion. The technologies exist. The potential to make cities cleaner, safer, more efficient, and more equitable is real. But so are the risks of building systems that exclude, surveil, or erode the trust they depend on to function.
The path forward requires open collaboration across sectors, rigorous evaluation, and a commitment to privacy by design. It requires digital infrastructure that reaches every community and a relationship between cities and citizens built on transparency, participation, and demonstrated benefit.
